It's worth noting that addiction treatment itself is full of grifters. So even the money that makes it past the lawyers is probably ending up in some kind of a scammer's pocket.

People get forced into it by courts and then "oh look there's a bed" at a place that does this. The place gets paid, and the addict gets, at best, put to work. 30 days later the addict is kicked to the curb to get some more smack, and the treatment place looks for another body to fill its bed.

Not all addiction treatment is like this, but enough is. Treatment can't work on people that don't want to quit.
