Given the way life works sometimes you need to build your home on ground where there may be higher ground around you. When you get a torrential downpour for a longer sustained period roads turn to rivers no matter where you are unless you're a top a mountain.
I think what you're meaning with "the way life works" is that most humans are effectively retarded cattle. (even if you wouldn't use that exact phrasing)

Anyway, I've had a long-time fascination with people choosing to live in terrible places, then expressing dismay when they get wrecked.
In the past homes needed to be built where there were resources. That's life. Back in the middle ages they didn't have amazon to deliver all your shit, it needed to be close by and that sometimes meant homes in volatile areas. Never has there been such a flood in that area of Italy. In fact it is quite a large area so what would you suggest? Not have one single home in that entire part of a relatively small country because there was a possible flood coming in 200 years? There are tornado's in the some US states. Should people abandon those states because of that? You can't predict earthquakes, tornado's and flash floods from rain. Almost every major city in Europe has a river running through it. Why do you think that is? Because those were the trade routes that brought supplies to the area. It's nice that you can "choose" where you want to live but because of life some people don't really have a choice.
Not finding any good drone views of Faenza on google maps. That streetview shows a dike beside the river on a vast flood plain. So they knew there was a problem, but decided to live there anyway. Switch to terrain view and you'll see the problem. They're inhabiting a large lakebed that's often dry.

Tornadoes occur in a region known as Tornado Alley. Hurricanes have a known source and possible paths. Flash floods do not climb out of their water course.
Farms are usually on or near flood plains. Industry is required around farms as well. Judging people who got flooded out is reserved for the autistic. Almost every city in the old world is located next to a river or the ocean. I mean look where you live, I'm sure some dangers would be identified if all the autistic retards came to analyze everything.

I would love to see that. But let's look at the possibilities.
-Tsunami: If the Hilina Slump on the big island collapses, the resulting tsunami would be at least 70 feet higher than where I'm sitting. I rate that possibility as too low for concern.
-Freezing: It got shockingly cold this past winter, down to 34F!
-Burning: Literally hit 100F a few years back. Annual average is 46F to 76F. Summer nights are 53F.
-Negroes: Starting to see at least one african almost every time I go downtown.
-Earthquake: Fault here will be fine for the next hundred years or so, after the pressure release in '89.
That's pretty much it. Seeing negroes is a relatively new thing, and the most disturbing on that list. The rest are not ideal, but have heard of no place better, and believe me I've looked.

It may or may not be, but I'm judging people who choose to live in a flood zone, not people who mysteriously got flooded out. I have standards. I judge those who don't.
