Couldn't you detect nefarious activity by watching the perimeter with outside hardware? This means looking for uncommanded network activity, etc. Also, couldn't someone instrument the FSB to look for access? Or should I assume all access happens inside the chip via normally requested cache lines? So then we're back to square one with uncommanded peripheral behavior.

Honestly I think phones are the bigger threat. Can we even intercept and decode our own phone's transmissions? Remember that if one person catches this in action then the gig is up. I really don't think they'll be using it on something as hackable as Ethernet unless the reward is worth the risk.

Make your own CPU? You are going to have to get in touch with the Taiwanese to do manufacturing.

At that point I think it would be easier to cobble together something like a computer out of open source microcontrollers than it would be to make a CPU.

Your phone case should be soundproof and completely metallic to avoid your phone spying on you at all times. When you go buy a phone case it's not a phone case and let it sound proof and completely metallic. It should either have a metallic lining like a foil or it can actually be metallic. The fact that there are other CPUs on the bus not under control of the OS is fairly well known. I'm not saying I know exactly how ME works. But the capabilities he's describing I would take for granted given the architecture.
