Forget interstate commerce, libtards have yet to learn you can't regulate the laws of physics. The government can mandate all homes have a Star Trek replicator and fusion-powered hovercar by next week, but that won't make any of those ideas magically spring to life or become more than pure science fiction.
That doesn't exist. You can claim the powerplant supplying electricity to the train doesn't count as emissions, but you'd be lying to yourself. There isn't a zero emissions engine.
