I don't remember if they actually had a 'working substance', or if it was just a theory they were researching.

It either worked so well they're keeping quiet, or it fizzled and there's nothing to keep quiet about. Either way, results would be too mind blowing to not be a continuing part of population control research.

It was a vaccine to kill religious fanaticism, not belief in God. But that is far worse.

First let me say that I don't think such a vaccine (against religion) is even possible. There's no way I could imagine keeping someone from adopting some specific belief.
