The published data says the rna strands are supposed to be a certain length but, not only are they not - indeed there are 3 strands that are longer then published - but there are also many other shorter strands too. In other words, 3 programs and a lot of little pieces of programs.

As I recall, it was presented as some sort of substance/chemical (?) that would affect the part of the brain that allows/prohibits religious extremism. Specifically meaning middle east moslem terrorists, at the time that video was made.

I don't remember if they actually had a 'working substance', or if it was just a theory they were researching.

It either worked so well they're keeping quiet, or it fizzled and there's nothing to keep quiet about. Either way, results would be too mind blowing to not be a continuing part of population control research.
