No. Any US citizen communicating with a non-USA national is 100% allowed to have that conversation tapped, even if both parties are on US soil. He was chatting with a russian aid. He was fair game.

Never trust anything running in a modern device, or any cell device (All 2020 products , all, have SHARED DMA access from baseband chip outside of even Apple's control) Little support chips for telephony can read write ANY RAM ANYWHERE to permanently root your phone. Using TWO devices prevents this : a generic tablet running a app, using tether to a untrusted cell phone, for example.
but better is to avoid cell devices.
Must use only a non-phone device using OLDER cpus (over 9 years ago) and openPGP texts sent between similar on other end (email, https, vpn drop box, etc). https://www.openpgp.org
AMD and Intel CPUs have spyware hypervisors built in. (Intel's is called management engine (three copies of MINIX running outside your real CPU). I alerted the people to this recent project to disassemble parts of M.E. microcode patch area of a phone device ATOM, (not desktop intel) one hour or so after it first posted to GIT : https://github.com/chip-red-pill/MicrocodeDecryptor
Guess who on this web site helped hack a phone using a forced OTA update via the cell support chip's "HAYES AT OTA command stream " found in all modern GSM phones and expressed as a tty device in all cell phones and cell phone support USB dongels? Guess who here did it? guess.
As a cell hobbyist, have I monitored most types of cell phones operating in my area, years ago? Sure. I encountered many bizarre astoundingly spooky phone conversations in four or five major cities. There are some strange "people" out there with very very very rapid full-duplex vocal patterns that probably took months to learn to talk that way and still understand each other. It was almost like someone was doing performance art or a hoax to confound and scare interlopers like me.
Other cell calls regarding big finance, scandals, imminent stock listings, and intimate thoughts on Black society were intriguing.
Whatever. I glow brighter than 1,000 moons to most of you here anyways by now, and hacking pastime is but one of many hobbys, as bio med is my principal occupation, not electronics or software. Glowniggers hate people like me, and I am not one of them. I wrote this comment mainly to alert everyone that your screen , microphone, finger presses, etc are all utterly hackable on all cell phones, and the so called "secure android" devices are always proven to be FBI honeypots.
There are ways to laboriously create a secure device, but the simplest is to use very old PC running PGP.
This is why apps like signal should be the standard for all texting.
I have this work group chat and we have all kind of problems with interop between samsung and iphone where we can't add new people to it without starting a new one. Forget the native messaging on your phone anyway. It's shit. Everyone should just use the same app, and it should be secure. All problems solved.

OMG!

By the way, years ago, I made a certain intel CPU my little bitch via wasting well over 100 hours of my life and labor.
TUCKER CARLSON SHOULD NEVER USE HAND HELD CELLULAR DEVICES TO RUN HIS SECURE APPS, they accept baseband OTA updates!:

You do not understand at all the entire point of the charter for the NSA, reasserted since 1972.
NO FISA WARRANTS needed for bulk collection of all signals that contain one foreign national, or more, participating in the communication.

As to how well they imply no one is communicating with Russia without them knowing about it.

Boomer tier dipshit logic that it takes any effort at all to collect EVERYTHING done through a crapple device on ANY app.
