Under my proposal, there'd also be an upper age limit to sex that follows the same rules but in reverse, a 65 year old or older would lose their ability to consent to sex with someone drastically younger, and in cases where this occurs its the younger one who gets charged.

I think it's clear that they aren't fully adult yet, they shouldn't be sexually active within those years, unless it's with partners who are close to them in age.
