Case in point: In Oakland, CA, the mayor Libby Schaff built a bunch of tough-sheds in secure locations, complete with access to electricity, running water, and security. The idea was that the homeless would move in to the sheds for free. So who moved in?
Nobody.
The "homeless" preferred to live under the freeway overpasses in makeshift tents instead of a supervised, safe, clean area. Why? So those "homeless" could continue working prostitution and selling drugs, and whatever other illegal activities they're in to.
