Music in this video is by Rob Dougan. This particular track was featured in one of the Matrix movies. In general, Rob Dougan is an excellent musician, but he comes up with some of the most depressing, fucked up songs ever. Never listen to his stuff when you're depressed.

If you are a person of interest I could see them doing that. It's called interdiction. I have family that did that stuff except it was foreign nationals on international waters rather than electronics. The 3rd item in the list, "American-made electronics transmit radio frequencies", is a bit misleading; almost all electronics do this, not just US, and it's not intended, it's just incidental to electrical signals switching on and off. It takes some very high-grade shielding (TEMPEST) to prevent these signals from leaking. The US (and likely many other governments) have done a lot of work in being able to intercept and decode these signals.
