Yup. Besides, something like this only works for a certain % of increase. If you want a multiplier you need to keep women out of the work force, and return to a soft patriarchy enforced by social means.

The US nigress gets paid to be a jobless breeder, Hungary just said we'll take less of your hard earned money if you breed.

This is going to encourage single mothers. You don’t want single mothers, they raise criminals.
