Yup. Besides, something like this only works for a certain % of increase. If you want a multiplier you need to keep women out of the work force, and return to a soft patriarchy enforced by social means.

Actually it sounds more like Uncle Adolf's policies of rewarding young families with tax incentives.
The US nigress gets paid to be a jobless breeder, Hungary just said we'll take less of your hard earned money if you breed.
