That might be one of the least retarded parts in that advice from someone sitting at a desk somewhere. The painkillers are to keep the person from rubbing the parts that hurt. Tying their hands behind their back could work too, but what if it's their hands with frostbite?
Not that I know of. But you do need to be prevented from rubbing frostbitten skin. You know why they suggest painkillers? It's because people tend to want to rub frostbite, as you do when your skin is super cold.
