It's to toggle the headlights dim/bright.
Easier to get to, less shit on the steering column.

On most early vehicles that would have been the high beam switch however didn’t some have the starter button down on the floor like that too?

The starter button was normally on the other side, by the gas pedal. I think.

This the interior of the driver's side of a VW. The switch is to toggle the high beams.
