if they don't get to give boeing $1T for some project then their kids aren't going to be placed on the board of boeing (or whatever benefits they get from their actions). The end result is that people who care will be the only people trying to be in power, and they will be looking for solutions.

You could even make it so that any law, policy, or action proposal could be put to a vote and decided, along with all the other options potentially voted upon.
