One of the things about those mud no-go zones that makes them so successful (for them anyways) is that they have their own court system, laws, enforcers, and religion all rolled into one package.
We would need at least the first three and some sort of binding ideology to enact our own no-go zones and make them successful. Something simple that would accept any White willing to work within the system.
