The Amish more or less work this way and it works for them. They call it religious proceedings but in practice they're able to deal with secular issues just fine.

It used to mean paying ransom/bail for a jew who had been imprisoned by goy authorities, but in the modern day it tends to mean helping them escape justice, whether by smuggling them out of the country or perverting the investigation and muddying the waters to help them get off light (Eg. the Leo Frank case).
