seems if you download it and play it, a shit quality video shows up. Video encoding is HEVC.

It's HEVC encoding, seems efficient file size went from ~5.5MB to 12.9MB without it.

Using FFMPEG. What program are you using? Encoder seems to be Lavf58.76.100 which is inefficient (file size and buggy video if you download and play) compared to Lavf58.29.100.

I mostly use free online conversion services and I'm open to whatever approach yields the best results.
