I don't know if it is applicable to japan or not, but if a society was a meritocracy and also had loose morals then this would be where the market pressures would lead. In the us we have "equity" and so an office worker, teacher, social worker, etc. gets treated about the same as an engineer, physicist, chemist, etc. Roles like medical doctors would also go to people who had skills, it wouldn't simply be race/sex/memorization.
