The definition of Kulak changed a few times but eventually the definition became anyone who was deemed as counter-revolutionary or an enemy of the state by the Soviet government. Anyone could be branded as a kulak, almost all who was branded as such was of course, non-jews, and it usually meant two things when one would be branded as kulak, being sent to the Gulag and serve the state as a slave until your most likely eventual death, or execution.
