I was in Shanghai once. Huge apartment buildings everywhere. I was told that none had more than a token nbr of parking stalls because so few people had cars. This not an infrastructure problem. This is a fundamental issue over how the cities were built. Certainly the electric grid AKA infrastructure is also a big issue but, as evidenced by this video, they have other significant issues to overcome.

As far as big upgrades nationwide being required heck that describes North America too. Fortunately various factors come into play that means that so far at least people can usually charge their car without too much fuss. But if we were to wake up tomorrow and every single car was an EV then it would be a big problem.
