The first successful ‘resurrection’ was accomplished in 1973. The Department of Defense awarded a contract to the hospital for it’s achievement, as it was a great advantage to the military whose numbers were dwindling because of draft dodgers and war casualties.

The draft ended in 1973, no one was dodging it then. US involvement in Vietnam also ended in '73, so I'm not sure what casualties we were incurring at that point. The author could have just said the draft ended then, and that's why we needed a new way to recruit. But he didn't, because he wasn't alive then and never read a history book, or took a split second to run a web search.
