This is being deliberately excluded from anything on recent history by the way. When an old guy first told me while waiting on a hair cut 8ish years ago, I went and looked up more info. Back then, there was just a quora page on this, and one forum page.

Because Icelanders have a dopamine tolerance.
They've created heaven on earth with no real problems or struggles so their brains have become inured to the happiness chemical.
Or it might just be free healthcare and the high rate of psychiatrists per capita that do what they do when anyone comes to them with a problem, i.e. hand out pills like candy.

havent been to iceland but have lived in the UK, you get about 6 weeks of proper sunshine in the 'summer' then its gray for the rest of the year. grey is fine when snowing or decent rain when its kind of worth it but grey dry and cold for months on end fucks with your head, didnt realise just how much until i got back to AU and mostly sunshine.

It’s not just Iceland, all the Nordic countries do that. Not sure why but it seems to be a kind of cultural thing up those parts. There was a story many years of a Danish (I think) mother being arrested for child endangerment for doing it in the US.

I heard pram theft is common but a baby in the pram works as an antithetical device.

Also airing babies in cold air is normal in cold climates, supposedly good for their health but probably just building cold tolerance.
