That's not what that means. Herbevore men are guys in Japan that wont date women or get married. They're apathetic about relationships and sex because Jap women are such a hassle. They still eat regular food.

Illegalize something everyone does. Now everyone can be arrested for doing it.

Keep your people in the dark about what your laws say. Now you can tell them the legality of anything and they'd just have to trust you, if they don't want to get punished, you can control them that way.

Practice arbitrary arrests of people based on their political affiliations and activities. But of course you knew this was the ultimate plan here.

Making sure that your political enemies get jailed for doing what you allow your allies to do at all times. One set of rules for one, another for themselves.

Most of law enforcement is propaganda actually. They know what you just said, so they stage arrests meant for everyone to see, and they just rely on people thinking thats real, being affraid, and falling in line. If anyone understands this and successfully doesn't comply it simply isn't covered in the media or allowed on social media. Its projection of force.
