In small amounts, yes. When stored for years it explodes like this when on fire... Similar explosions have happened the PEPCON explosion in the early 1990s in the southwest was similar to this. Tons of ammonium nitrate that detonated when the building caught fire.
Also like 12 tons of worn tires (why??) and other flammable material were stored in that warehouse. Several people protested the insanely unsafe conditions at the port in documented emails and formal letters.
It looks like someone set a fire in the warehouse near the ammonium nitrate, then after the fire gets going they set off a large explosion meant to detonate the fertilizer all at once.

Ammonium Nitrate tends to just melt if it's not evenly mixed with a fuel source.
