If this was about more than a micropayment I would get it, but asking for the same verification every few years seems reasonable to me, it confirms you still have control of the account.

Paypal (and by extension ebay) have a history of doing it periodically to portions of their userbase. It allows them to quasilegally lock up millions of dollars on any given day and pocket the interest.
