Paypal (and by extension ebay) have a history of doing it periodically to portions of their userbase. It allows them to quasilegally lock up millions of dollars on any given day and pocket the interest.

I used paypal about 10 times in the early 2000 to buy stuff from ebay. I think it's been a good 15 years since I used it.
