To be honest, this isn't a good analogy. When the fish population is too diseased or contaminated, they literally will kill off the body and start over.
Chlorine does not like to stay in solution and will evaporate from the water relatively quickly, which is why you have to keep adding it regularly. But even if it's at full strength and you empty the pool onto the lawn it does not kill any vegetation because the levels are not high enough. If you were to let vegetation sit in chlorinated water for an extended period then certainly it would die, because that's what is supposed to happen. Source: have been draining my pool onto my lawn and flower beds for years.

Not having a pool myself, i was making assumptions. Seems like grass is hard to kill. My tropical houseplants don't even like the minute amounts of chlorine in tap water.
