"In the thirties, in the USA, Royal Raymond Rife reported the killing of bacteria by means of the radiation of a plasma tube. So, it was decided to try a compassionate treatment using Bare/Rife system (photo 3). The radiation was produced by a plasma tube filled with argon (80%) and neon (20%) gas at a pressure of 50 mm of mercury. The tube lighting was accomplished using a highly (>300 %) over modulated, AM type, radiofrequency electronic discharge. By using the square wave generated frequencies for modulation, along with overmodulation of the carrier wave, a pulsed emission was achieved. Treatment was done successively with the following modulation low frequencies : 723 to 730 Hz (Staphylococcus aureus), 877 to 884 Hz (Streptococcus pyogenes), 749 to 755 Hz (Proteus vulgaris), 756 to 761 Hz (Enterococcus faecalis), 764 to 771 Hz (Proteus mirabilis), 800 to 807 Hz (Escherichia coli). The session took place on the 4th of February 2005 at the rate of 3 minutes per frequency (135 minutes for the set) and ended at 16 o’clock. At night the fever had disappeared with a body temperature at 37°C. Four days later, suddenly, Mrs R. spat out a stinking, putty-like substance coming from the left side of her throat. Laboratory analysis revealed a pile of polymorphous bacteria mixed with fungus filaments."
I don't know about this particular case, but as far as I can tell Raymond Rife may have been a genius on par with Tesla. He developed the first optically-based microscope with resolving power beyond conventional light microscopy. He also developed what today many are calling frequency medicine.
And here I found a paper from The Journal of Modern Physics, discussing the possible mechanisms of Rife's findings using updated knowledge about physics.
Youtube used to be filled with documentaries about Rife. Of course those are nowhere to be found now. Rife claimed to have found both the cause of many forms of cancers, and the cure for it using his frequency medicine. As a consequence he became a target of the American Medical Association AMA because of that. Most of his research is almost impossible to find today. The suspect being that it was intentionally buried.
Whatever the case may be, the story of Rife is interesting and a rabbit hole in itself.
In the west frequency medicine is very much shunned, but as far as I have understood in places like Russia that are out of reach of the AMA, there is more knowledge about this technology.
I don't think it is an outright hoax, but the technology may be more complicated to implement than people think. Many machines have been built today that try to replicate Rife's work (case in point being the plasma tube in OP's post), but as far as I know nobody has the original specifications, so all existing machines are guesstimates on what Rife was actually doing.

Tesla was a genius, but he was also a crackpot. He had some practical inventions and then some loony toon ideas that never panned out. That's why he died broke, feeding pigeons in the park.
The GB4000 + MOPA is a solid setup. I'm going to be getting a TrueRife next because it'll make it easier to treat while sleeping. With the gb4000, you either have to arrange your frequencies so the power levels required are fairly close, or you have to adjust the power output between frequency sets. It's been working well to treat my lyme disease though.
Get a petre dish and gell on Amazon. Culture some bacteria. Try to disinfect the petre dish with this machine. If it can't kill the bacteria in the dish then it can't kill the bacteria in your body.
Make sure you can get a full refund before buying.

What an absolutely absurd claim. They somehow matched the resonant frequency of the bacterial DNA, just by happenstance?! Fuck off.
This has got to be a scam.
How do they know this "putty" came from the left side of her throat? If they saw it there before why did they not remove it, or test it?
If they didn't see it, are they fucking blind or retarded?
So many holes in this story.
Absolutely horse shit.

The Smithsonian wrote about the Rife Microscope in 1944:
