Let's assume you only store text, you probably reduce the data volume by at least 90%. I'd have to assume even a small group of intent investors could afford it.
It wouldn't be technically that hard to build. But as you say, it would be targeted heavily by the powers that be.
But can you imagine getting to search for literally identical strings again? Can you imagine filtering out all the garbage SEO?

Anyway, you get that part. Enter them all into these search engines and rank them based on how well you think they did. For me, top to bottom, this is how they played out in whatever I put in back when. I will note that recently I was looking for a video, and metager totally failed, but Qwant came through. Maybe we all need multiple search engines. Once you have your list, please add the ones you tryed and rank them all based on how well they did. Clearly I need to re-rank, as duckduck go is fucked now.

check out this website and you will see who is buying their search results from who. There is really no 'private' or 'free (as in freedom)' option available.
I personally use a self hosted instance is Searx. It gives you results from all the major search engines which you can easily customize to add or remove a specific search engine. It also strips out as much personal data from your search, so your search results page isn't as personalized, all you get are the search results.

Most search engines downgrade sites they don't like (because the ceo hates a competitor, etc etc); this new policy is allegedly part of a master list all search engines are supposed to follow.
Regarding "reliable sources", if you want to see "reliable sources" in practice, look up something like "Pokemon" or some other pop-culture topic. In 2010, your results would be a list of fan-sites and message boards, geocities type sites etc. all competing with the official Pokemon sites. Big fan-sites were usually #1 or #2.
Now, thanks to "reliable sources", you'll see about 3 pages of Pokemon sites from Amazon Prime, wikipedia, the "official Pokemon site", Rolling Stone (last relevant in 1985), New York Times, Washington Post, amazon.com, ebay, etc. etc. Then after 3 or 4 pages you might see a fan site, followed by very tangential references on the "reliable sources". So they literally bury the relevant response in the middle of a sea of mainstream irrelevant crap.
