The problem with all energy weapons is no power source big enough. A laser is a very concentrated beam for a given power source. And even at that, you have to apply a tiny beam in exactly the same spot for a relatively long time in order to cut something. You can't realistically cook someone at a distance using a battery or even a trailer-mounted generator.
