The JWO wanted a war with Russia under Hillary. That would have devastated the economys of the US, Russia, and Europe and caused a collapse. The collapse would have kicked off the civil war. And while the war raged they would release the CCP virus. This would have also given them more time to develop a more well-refined vaccine.

Most of the White population would be wiped out and the survivors would welcome the Chinese UN "peacekeepers" to restore order, eliminate all rights and freedoms, and administer the vaccine. The vaccine would have finished off the remaining Whites and then start killing the shitskins en masse.
