This is the best thing that could have happened to him. Forget calling the cops. Forget paperwork and court dates. Our world has gotten soft, so dependent on procedure and the letter of law. There's nothing more effective and efficient to correct this behavior (and prevent it in the future) than someone getting their ass beat. Sometimes people need their asses beat. A few hours in the tank wouldn't stop this. In fact, that might encourage more of this behavior since it is no longer embarrassing to be arrested or jailed in this culture. However, the threat of timeless humiliation at having your shit wrecked by stronger men for a million eyes to see...that might work.
