It can be both. The real issue here is that these people raised a piece of shit instead of a human being and other people paid the price. Laws won't save anyone. It sounds (see above caveat) as if the kid took the gun to school in the morning, before the teacher reported the threatening behaviour and the parents were called to the school. Could the parents have checked on the gun once called to the school? Did they have any reason to suspect the call was about possible violence? WHY THE FUCK didn't they check his bag while he was in the office with at least three adults?
It sounds like the parents were not the kind of folks I'd want to supervise my kids. Although I don't believe school officials should call in SWAT any time a kid points a finger and says "bang", at the time of the conference with the parents it would have been best practice to ask the parents if they would check the student's bag, if nothing else to see if there were any additional threatening writings. Some school officials are sweating tonight--and probably should be.
