"A 1985 Sun Sentinel magazine article claimed that out of the around 125,000 refugees that entered the United States around 16,000 to 20,000 were estimated to be criminals. In a 1985 report around 350 to 400 Mariel Cubans were reported to inhabit Dade County jails on a typical day.[40]
In a recent working paper, two economists Alexander Billy and Michael Packard have purportedly estimated the effects of the refugees on crime in Miami. They find evidence of an increase in both violent and property crime. They argue costs were relatively minor and driven by a combination of factors including poor oversight by authorities. They conclude the rise in crime could have been avoided and does not justify current fears surrounding migration"
