We know these weapons are in use in Cuba and china. Dr Niles Melzer wrote a report on these weapons for the UN a year and a half ago.

It makes much more sense considering the current Orwellian nature of the U.K. That this man was targeted and assaulted by these methods repeatedly to get this reaction in the first place.
