Not really, we're not even close to significantly impacting earth's ecology. We spend all our time in artificial environments so we overestimate their importance, most of the earth is effectively untouched.

It depends on what group we are speaking of here. Some groups are indeed overpopulated. Take for example the niggers in Africa. The niggers are overpopulated for one reason and one reason alone, it has nothing to do with not enough land or enough resources, Africa is very large and filled with resources and can support the current Nigger population in Africa and way more but it needs to be done by intelligent people in order to be able to sustain such a large population, and Niggers lack almost all intellect. They're too stupid to sustain such a big population. If we were to cut all ties and support to Africa, Africa would turn back to its natural state and so would Niggers. Niggers would return to living as hunter-gatherers, this also means their population has now been sustained, all in the hands of nature. That's how easy it is to solve the overpopulation in Africa, you don't need to mass murder them, all you need to cut all support and watch nature take its course. Meaning Niggers will kill each other until the balance is restored.

Whites, for example, are a group that's underpopulated, you have a major imbalance there just like you have with Niggers, only Niggers have the imbalance on the opposite side, there are too many of them, too many for it to be natural. The same with it being unnatural for White people to be in such few numbers, especially in comparison to other groups of people. You can't say that there's too many White people out there, it just wouldn't be true.

Thus the purpose of this propaganda is aimed at advocating for White genocide because this propaganda is almost exclusively being distributed in White countries despite Whites being underpopulated.
