you are right about those situations.

I knew pretty bartenders at large bars that gave gifts of free drinks to new customers that seemed flirty. I think purpose of the free drinks was to elicit either new regular customers, or to get drug presents.

At first I actually got confused and offended when one hot bartender said to me "YOUR MONEY IS NO GOOD HERE" and I did not know the meaning. It meant free drinks for me for a bit. I gave her no drugs (not a druggie) nor became a regular (not a boozer), but I now know the angle she played.
