Back in the 70s(?) San Francisco, after a couple of years of California drought asked city residents to reduce their water use by 10%. Started ads that said "if it's yellow, let it mellow, only flush it down if it's brown". They reduced their water use by over 30%. A few months later they announced that due to the reduced usage the revenue for the water department was too low, so rates would be massively increased.

Same sorts of things have happened in Los Angeles a whole bunch of times. We're so accustomed to the blatant corruption that nobody even says a word about it. I guess it must just seem odd and pointless to point out the elephant in the room.

Not the first time I've heard this sort of story.
As a personal anecdote, our city lumps sewage, recycling, and garbage in with the water bill, inseparable, and it also happens to be state law that any residence without running water supplied is to be condemned (and, yes, it happens.)
It therefore becomes a matter of, "Pay for services you could otherwise handle in your own way or get kicked out of your home."
Come to think of it, there's been quite a lot of sketchy policies to have come out of our city's waste management department over the years, and people just seem to put up with it.

Among the few truly lucky blessings I can count in my life, not being stuck living in California is one.
Ours just happens to be one particular city department that's been exceptional at exploiting law and policy to further its own corruption.
For example: the automated waste collection trucks the city ordered to eliminate jobs came with bins that hold 35 gallons instead of the 40 allowed for by city code, with an additional reduced amount on account of the design of their wheel wells.
This means many residents must now purchase a sticker for the additional bag of trash that would have fit, before.
This revenue, of course, goes right back to that department, and, again, you can't opt out because it's tied into your water bill.

Wow, that is retarded. I guess just smash the trash as flat as you can, and throw away the excess in the marina trashcans or whatever the equivalent is there...

Which is indeed what happens, and is why they tied waste collection to the water bill in the first place: to avoid residents saving money by finding alternative means.

Without fail, those pushing socialist-style austerity on the masses seem to have no qualms about the death and suffering from cold, disease, and starvation.
The current count of deaths for February's Texas Winter storm electrical grid failure stands at 151.
Every single one of those preventable deaths is yet another human sacrifice at the altar of progressivism and the insatiable bloodthirst of its god.
