The laws are different from state to state. Some allow bottoms off anytime, others say only if the club doesn't sell alcohol, and so.e don't allow the bottoms off at all.
I learned this 15-20 years ago, getting dragged to strip clubs by my shop because the guys all wanted to go to them.
