They have divisions dedicated to the task.
It's not a question of are there controllers so much as it's this controller vrs that controller. They get themselves all mixed up fighting each other.
Meanwhile, who programs them more? Their commanders, or us? We are all actually programming each other in real time, and through all of that a kind of zeitgeist emerges as the final product. I don't think it's possible to control that final outcome, only to influence it.
They can put him in jail where he can learn real criminal skills, and make real criminal friends.
I know a guy who went in for a minor infraction, and came out two years later a major drug dealer, one of the regions larger criminals. He joined the local crime scene big time, and thrived. Set up a huge operation with hundreds of people involved. A real life Walter White type. Never served another day in jail in his life.
Major crime is just as well organized as any government, if not more so.
