You raise some great points. One other thing to consider: who is this most likely to happen to? A family already living in the home? Or a landlord who owns the property (and multiple others), but doesn't live there and leaves it unoccupied? Maybe I'm missing something, but this would seem like something that moreso affects those landlords who buy multiple properties and jack up the rent. Not saying that makes it right, but I just can't see this affecting the average working class families as much.

Probably best if people's attention is diverted from Haiti as much as possible in their eyes. Think about it: who honestly cares or lifts a finger if a Haitian child goes missing? Not even their own people seem to care. After that major earthquake, a lot of people/children ended up missing. There is definitely some shady shit going on on that island.
