The first part lets the jews define anti-semitism, (so basically anything).
THE SECOND PART is the PENALTIES. Which are not addressed in the bill. Which will be as draconian as they can make them, and by definition, illegal to criticize.
Have the jews been 2% of the population in other countries and taken over their institutions? Yes they have. Did they pass anti semitism laws like the one we are witnessing? Yes they have. Were the penalties for anti-semitism, including just speech, ever punishable by the death penalty? Yes, they killed tens of thousands for daring to utter a word against the jews.

The bill doesn't include any direct methods of punishing people for their speech. The indirect methods included are already IMO violating the first amendment, but they courts have given it a bye so far, much like they have the second. Unknown if this willful ignorance will continue.
