Hmmm. Are you sure California lets you out of unemployment that easily? The whole thing is they want repayment for a layoff. I guess it's the unemployment benefits, but in theory those are paid for by taxes. People who are "indefinitely suspended" could go on other state benefits, and then the state ends up eating the bill. Seems like it would upset the state, but IDK if there's anything they can do about it. It seems like no one would ever pay unemployment fines.

I went to search and couldn't find anything like that. I tried searching and all I found was they they were fired.

What's more, you can't suspend people without pay (or even at reduced pay) to avoid unemployment that way, so it sounds questionable.
