That's strange, by default Brave uses a private DNS.

You could try changing the DNS and see if that helps.

Settings->Privacy & Security->Advanced->Select DNS Provider

Name resolution doesn't seem to be the issue when catbox fails for me; but thankfully it does not usually fail for me.

Yeah, me either, anymore anyway.

There was a period of ~9 months where it did not function on my phone, then all the sudden it started working again.

Changing DNS didn't work then for me either.

It's gotta be something at the ISP level. (I have no idea)

That was my guess as well. Like some networks just block it silently or something fucked up on a routing table somewhere. Or the jews.

Here it's a VPN that refuses to open catbox. Depending on the localisation, of course. But as it's a free VPN I only have the choice between 2 countries. For the moment it's working...
