Recommendations for a rifle loudener?

Just put a compensator on it that vents back and to the sides.

Drill a hole almost all the way through a tube of TNT, leaving about 1/4 inch for the bullet to punch though. Mount that where you'd put the suppressor. (assuming it still comes in those round cardboard tubes) Your rifle will be a lot louder than anyone else's rifle.

Load more powder into the cartridge case, but stick to what the loading manual says.

With a rifle in the USA, get a 16.5" barrel.

You don't say why or what you have. Given that, 4 things which might help which you can further examine.

1st) Ensure you have the largest amount of powder you can shoot out of whatever you have. If you look at ammo, almost every caliber will have multiple choices of different ammo. Look at that hard. It's easy with some pistol calibers. My 9mm shoots regular, but also +P which means more (thus the plus symbol) powder (thus the P letter) https://ammoseek.com/ is a good resource to check for that.

2nd) Shorten the barrel length.

3rd) Add a muzzle brake. I can't tell you what that will do specifically to whatever you have, they are designed to help minimise muzzle rise, and the sound is usually increased, especilly out the sides. Be aware that there is federal regs on min length, don't overstep that unless you're feeling frisky. People shorten the barrels below that, but they have to go kiss federal ass to make a SBR (Short barrelled rifle). (Ask Randy Weaver about that.)I just try and avoid all that myself. One weasly way is to have a pistol that shoots that same rifle caliber. Common in AR-15's.

4th) Up your caliber size. Ditch the .22 LR (or whatever you have) and up your game to .300 Win Mag, .338 lapua or a more common 30-06. You'll make noise.
