It only violates Posse Comitatus if the Marines are being used to enforce law. Guarding federal property is not that. If Trump were to try to use the Marines to enforce law, the courts would get involved and set a very clear precedent that the President has no authority to use the military against the people.

The LAPD are all locally living in and around LA County so they are part of the community. And yes, most are Mexican background. They are not going to be ok shooting people from their own community. Hence the dragging of their feet. National Guard are all also the same but maybe living in different parts of the state. Deploying any US military force domestically is not without risks.

Most rank and file soldiers are not non-Hispanic white, they come from groups like Mexican Latinos, especially in California. This is not the 50's where Eisenhower can just do Operation Wetback and ship all the Hispanics en masse without much noise. Los Angeles is a Mexican city in origin and since the late 80's also in demographics. They can set the city on fire if they want to and put the largest metropolitan city County in the US in flames and grind its economy and tourism to a halt.

I don't think anyone who hasn't spent any degree of time in LA realizes what a powder keg it is. The city can easily turn into a war zone and get far worse then even the Rodney King riots of the 90's. There's more gangs, more guns, more Mexicans. If it takes racial dimensions coastal whites could become targeted by the sea of mostly non-whites who live around them in the inner-city in overwhelming numbers.

If a race war happened in LA it could spark a national violent implosion throughout the country, i.e. Joe's wet dream.
