Based on the info in the article and the fact Yulin has a population of at least 3.6 million (depends on the source, I didn't dig that deep), at least 500k people in just that one city are eating dog meat on a weekly basis.

The problem isn't that they eat dogs for meat. Not my thing, but depending on where you are, meat is meat. It's that they're soulless demons and let (or make) the dogs suffer for it. According to one popular belief, the more the animal suffers before it dies, the better the meat tastes. And these bugmen have no compunction about stealing peoples pet's to sell to the meat markets, either.
Raising animals for meat and killing them in a humane manner is one thing. Being completely evil about it is another matter entirely. What the chinks do is akin to swinging chickens but way, WAY worse.
For comparison, there are several places in Japan where horses are raised for meat. But since they treat the animals properly and don't make them needlessly suffer, people don't tend to get worked up about it.

I grew up poor Kosher, likely poorer than any of you all. Never ate a dog. Dogs offered protection and love in a hate filled world. I've been to Korea, China and Japan and still never ate dog -mans best friend in the USA. Horse, on the other hand, is better than beef, unlike deer, if it's cooked right. It was a common meal if you lived in the west and were hungry. Elk, trout and deer were also on the common menu. Other things occasionally showed up on occasion: rabbit, pheasant, chicken and a plefoura of vegetables that grew nearby on public ground where you could pick and eat it. I've never eaten Oppusum, mom felt that was best left for poor people. Real real poor.
I recommend the chateaubriand cut in particular. I no longer eat horse as I can afford beef, and none of the stores I attend have it (costco, winco, krogers etc etc), but it's good stuff. If you ever go to Vietnam, Cambodia and/or Lao and they come out with a plate of tarantulas, mealworms or other unknown grubs, horse will no longer seem so exotic. BTW, tarantulas, when cooked right, taste OK, even if mentally disgusting.
Eating almost all animals out of self-preservation is acceptable. It's was/is routine for rural Americans to harvest, prep, and eat small game animals on a weekly basis. Anyone alive in 1920-1930's rural America will testify to that fact.

Eating Dogs isn't something they need to do except in extreme circumstances.
People don't scoop waste "Gutter Oil" from street sewers and resell it because they are starving. They do it because the society structure encourages them to screw people over for profits, and it is rarely discouraged.
You can see this in other areas of their society. Like Chinese swimmers will literally watching each other drown, and refuse to help due to the risks they might expose themselves to.
