When I was in high school there was a guy in the Special Ed class that had the same mannerisms as this guy. Everyone like the guy and was cool to him. Not sure of the issues he had or what it's called but the way he walked and moved his body he always had one arm tensed up which led to him having a massive forearm and arm strength. The other arm was completely normal.
