That explanation purposely and deliberately refuses to acknowledge that when Jesus said, "love thy neighbour" - Neighbour means your kind, your tribe, your people, your race.

Love thy neighbour DOES NOT mean that you should love the person from the other side of the world.

Neighbour essentially means someone you have social economy with.

Jesus defined neighbour through the parable of the good Samaritan.

We normally don't have social economy with animals, and we don't have social economy with someone we have no means to hold accountable for damages they may inflict. If you can sue someone or use a legal system to balance any social debt owed to you, or otherwise are able to have any kind of social expectation of that person (especially in the sense of social contract theory), they exist in a social economy with you. They would be your neighbour. The moment they cease to be beholden to social contracts, they no longer exist as a neighbour.

From a Christian sense, we also have to be mindful of spiritual race. A Christian from across the world is still your neighbour.

All that said, yes you should be looking after your own house first. Pay to take care of your family before you even remotely consider donating to cover the wellbeing of someone you've never met. This donation is "Corban" is a concept Jesus criticizes.

"Wherefore putting away lying, speak every man truth with his neighbour: for we are members one of another." Eph 4:25

It's important to note that the Bible makes a distinction between neighbour and friend. Not every neighbour is going to be your friend. Some neighbours are going to be closer to you than others.

"Which now of these three, thinkest thou, was neighbour unto him that fell among the thieves? And he said, He that shewed mercy on him. Then said Jesus unto him, Go, and do thou likewise." - Luke 10:36-37

Here we see the concept again, a neighbour is someone that would show mercy onto you. Jesus calls us to show mercy to others, to be a neighbour to others when the situation calls on you to be one.

Many nuances. Jesus' instruction to be a neighbour is essentially to be useful to those around you insofar as you are able (bearing in mind the hierarchy of importance for who you should be taking care of).

"But he answered and said, It is not meet to take the children's bread, and to cast it to dogs." - Mat 15:26
